Hong Kong/Beijing/China (24/5). After renewed threats of violence perpetrated by members of the Black Block in Hong Kong and following arrests by Hong Kong Police of a trio attempting the stab a woman of at a public booth in a knife-jihad like attack, the extremist leaders miscalculated the central government’s resolve to end the threat to Chinese national security.
The central government in Beijing repeatedly warned of “foreign influences” and “terrorism” in Hong Kong. Yesterday Beijing further issued warnings to the U.S. side that both sides must learn to live with each other. Good point.
Beijing line is according to the state news agency, “the bill came after Hong Kong was embroiled in prolonged riots last year as the city opposition schemed with external forces in attempts to create a “colour revolution”. The unrests laid bare the evident legal loopholes and lack of enforcement mechanisms in Hong Kong concerning national security.”
The riots in Hong Kong have real consequences. Hong Kong’s GDP contracted 8.9 percent year-on-year in the first quarter of this year, the largest recorded decline since 1974. The unemployment rate has reached 4.2 percent, a record high in the last nine years. Market are expected are expected to experience fresh sales-offs in response to the weekend riots.
The planners of “Revolution Hong Kong” should have considered, what the intelligence community calls a “blow black” effect. It means the unintended consequence an intelligence operation creates and compromises the operation. In other words, the Hong Kong rioters are now treated as a national security risk to China as a result of impacting the economy and social stability of Hong Kong.
If anything, one can argue, the only thing what the rioters so far have achieved is a backlash from Beijing. The strategic foresight is remarkable.
As the daily events in Hong Kong show the Black Block extremists attack the public at will. The Hong Kong Police is neither able to prevent the attacks and seemingly unable to collect to arrest what seems organized acts of terror to intimidate the increasing numbers of citizens rejecting the extremists.
Public versus Reality.
Let us put the riots in context. Image Baltimore in the U.S. For almost a year Marxist inspired Black clad rioters shut the business in the city, destroy the public transportation system, accuse the police to violate their human rights, kill bystanders by throwing bricks on the forehead, setting fire to off duty police officers and a 56-year old worker who disagrees with the leftist extremists. What would any administration in the United States do?
The Mayor of Baltimore will declare martial law, shut down the cellular network, raid and arrest offenders and if things go out of hand, would call on the governor to deploy the National Guard, under a national, i.e. federal mandate, to support the state.
In Hong Kong, the Hong Kong Police Force, who has not covered itself in much glory, could have called on the Chinese Public Security to provide military support or call on the local garrison commander of the People’s Liberation Army to support the Hong Kong Police Force. It did not.
Under U.S. federal laws the element of external influence would result in terrorism, hate crimes, and other federal legal options. The use of IED, letter bombs to the Police Chief would trigger FBI involvement, the possession or attempt to smuggle military grade weapons to Baltimore cross state lines would get the ATF and or Secret Service, Customs and Immigration and a myriad of federal alphabet soup agencies on the scene. The presence of Marxist Autonomes will certainly get the attention of the intelligence, both domestic and foreign intelligence agencies interests. Rioters would have a bad day.
Chinese National Security laws in context.
What the rioters and Black Block fanatics failed to grasp is the drawing of the lines. With the hand over of Hong Kong the Special Branch was defanged by the agreement. But after all Martin Lee and others are to blame because they wrote the body of agreement. Hence the current anti-terror legislation and insurrection ordinance does not address the new situation in Hong Kong. In discussions with rioters in Hong Kong they admit having known and counted on the inability of the Hong Kong police to react efficiently to an urban guerrilla.
Hence Beijing’s reaction is to utilizes the national security doctrine on the province of Hong Kong. And that what the city really is, nothing special. Hong Kong is part of China, and here a kicker, everyone has signed off on it.
So Beijing has invoked federal style security law. After all, the U.S. patriot act is equally restrictive. If anybody follows current U.S. politics, the previous administration attempted to stitch up the inner circle of Donald Trump.
So China has removed the blame of the national security authority from the Hong Kong Police Force. This is in the context of state-practices not uncommon. The HKPF is what the police always was, an law enforcement agency and not a law enforcement policy agency.
If the rioters hope the HKPF will side with the rioters and extremist, think again. For the past nine months the coppers were the whipping boys for the extremists. Many interviewed police officers in Hong Kong, quietly have enough of the rioters and favour a Singapore like approach to policing. So the rioters and their leaders miscalculated Beijing’s resolve.
Any national security law recognizes the legal concept of a threat to the social order, even in the context of Hong Kong. The legal profession is no longer in support of the rioters after the Black Block in another error started firebomb the courts. Strike two.
Despite the yelling and screaming by the media is not above the law. The fantasy journalists, lawyers, NGOs like Demosisto and doctors are above the need for Hong Kong is coming to a crushing end. Most concerning should be the racist comments by variety of doctors who refuse the needy access to hospitals and care. The so called Medical Emergency Services were created in 2015 to support the Umbrella Revolution and since resurfaced in 2019, providing communication, guide duties, and other facilitation.
After all, a COVID-19 designated hospital was firebombed with the demand that if the government does not close its border more bombs follow. Besides recognizing the extremist demands, it is entirely bizarre not to recognize the madness and clear violation of the hippocratic oath doctors take. The sentence “I shall do no harm”, seemingly is forgotten.
The media is neither unbiased or balanced. One case of an American living in Thailand stands out, who agitated daily calling the “Chinazis” and calling the riots an revolution. Besides breaking the Criminal Ordinance section 10 (of U.K. heritage), accusing U.K. police officers to be traitors and actively participating in insurgency advice, any foreign journalists in the U.S. doing so would be marched under guard and charged in federal court attempting to influence U.S. politics. Strike two.
The Hong Kong Police command was unwilling to recognize the threats the Black Block extremists pose to society, the economy and the people of Hong Kong. The Black Block extremists recruit youngsters as young as 10-years old to butcher fellow citizens. Only yesterday, (23/5) did Hong Kong Police arrest a trio or youngsters attempting to execute a knife-jihad like attack.
We are in the early stages of an true urban guerrilla movement, drawn from the history books of the anarchist online libraries and fantasies of the old guard of rich guys who do not spend the next ten-years in jail for arson, assault with a deadly weapon, or possession of explosives. Strike three.
How deep the well of hate and extremism is, is everyone’s guess, but experts suggests a dark picture emerging from Hong Kong. Taken the events in the past 24 hours as a gauge a troubling picture emerges. The leftist extremists are alive. Hence Beijing provided the avenue and clarity for the police and other agencies to enforce the law.
Division between mainlanders and Hong Kongers are visible. Torching a citizen because he does not agree with destruction, obstruction and disruption has nothing to do with democracy. It is sheer, simple terrorism.
